(most of this is the original thought of jewelryman)
An excellent idea. There should be a seperation of the Rv and Commercial Vehicle lots though all sep from regular lot.
Some of the Rigs may be from sponsor runs, vnedor drop-offs, performers, or even groups. They will also be the lot for large buses.
The RV park will all be self sufficient. The issue of water hook-up will need to be addressed. Electricity will be provided by solar paneling.

You are going to have to charge a special fee for RV parking a hook-up and they will have to be transported from parking lot to "town" or at least at night back to RV they can walk durring the day just provide transportation by request or for disabled

I would STRONGLY advise, to have utilities for RVs. These people are looking for a vacation spot and already have almost everything they need. You take 5 acres and add the utilities they are going to need, and you have something that could give a nightly profit, pending on weather. RVers and Boon-dockers do not travel to cold areas.
They are also there to spend money and have a good time. Some of the tourist traps I know of call them "Banks on wheels"

I agree and the 'ammenties' will be there. The problem I am finding is how to handle the 'water' system for them. I plan to be outside of city limits out here, so I may have to look into a well. Manmade or artificail.
Everything else is workable.

Water in not needed.
Most RV have a water storage and dumping system in them. All we need to do is provide a spot and power.
The water refilling and dumping stations are something that can be added later when the funds are able to support something like that
